Kevin Phillips is the first in a series of commentators to give suggestions and opinions on the Bush economic plan. Phillips says the Bush administration's proposed multi-billion dollar tax relief program on stock dividends will inevitably help only the wealthiest Americans. And, it is bound to stimulate little more than class warfare.
