    moratorium.

The Baton Rouge Area Foundation is administering the fund. It's scheduled a press conference this morning.

Louisiana Oil and Gas Association President Don Briggs says the relief fund is welcome, but it is not a solution, "I know I keep saying this, but the moratorium needs to be lifted so they can go back to work, and that's what those people want. They don't need any charity; they need their jobs back."

Briggs says he wants to know if companies that service rigs will also be eligible for benefits.
